Field report · OpenAI · Daybreak · Persona
Two hardware keys in. No document that counts.
I set up everything OpenAI Daybreak asks for before identity verification, including two YubiKeys from OpenAI's own Yubico promotion. Then Persona rejected my country of citizenship. When I chose my country of residence instead, it offered only documents I can't hold. OpenAI's support assistant says Daybreak verification "can include residence permits". The flow offers none.
Unresolved Escalated November 4, 2026 Human reply pending
What Persona shows
Russia: “We're unable to verify IDs from this country.”
Japan: driver's license or passport only. There is no option for the Japanese Residence Card (在留カード), the government photo ID every mid- to long-term foreign resident carries.
Account security
Advanced Account Security plus two physical YubiKeys, enough to open identity verification
Documents offered
No Japanese driver's license, no passport usable for this check
Override
Support “can't override the verification decision or force a manual review”
The awkward part
OpenAI's own support assistant told me Daybreak document types “can include residence permits.” The only residence permit I could possibly use is the one Japan issues to every foreign resident, and Persona's Japan flow doesn't list it.
If Daybreak is closed to Russian citizens wherever they live, that may be a legitimate legal choice for a trusted-access program around cyber-capable models. But then it should be written on the eligibility page before anyone buys hardware keys, not discovered at the last step.
What is established
| Observed | Persona rejects Russian-issued IDs; the Japan path offers only a driver's license or passport. |
|---|---|
| OpenAI support assistant | Residence permits “can” be included. Support can't override or force manual review. Daybreak “isn't available in every region.” |
| Official guidance | Troubleshooting OpenAI Daybreak: Support “cannot override the decision”; Daybreak “isn't available in every region.” No region or nationality list. |
| Not established | Whether citizenship or residence decides eligibility, which rule applies, and why the Residence Card is missing. |
What OpenAI needs to answer
- Is individual Daybreak access unavailable to Russian citizens who live in a supported country? If so, cite the rule.
- Show any nationality or region limit on the eligibility page before hardware-key and Advanced Account Security setup.
- If nationality is not disqualifying, why does the Japan path omit the Japanese Residence Card?
- Provide a supported alternative: a residence-permit path, manual document review, or organization-level verification.
Not a demand for automatic access
Trusted-access programs may have legitimate eligibility limits. This report asks OpenAI to state its limit plainly, before users invest in the setup, and to reconcile its support guidance with what the verification flow actually offers.
Reports and support
OpenAI's Help Center support assistant answered the questions above, then escalated the case to a support specialist on November 4, 2026. It promised a reply “in the coming days” and by email. The case is tracked in bug ticket #1.
